ELA denounces that the decree excludes the Saharawi people
The extraordinary regularization of migrants approved this week in the Council of Ministers explicitly excludes stateless persons, consequently, people from Western Sahara residing in Spain will not have the possibility to regularize their administrative situation.

For ELA it is unacceptable that the Spanish State, responsible for the situation in Western Sahara, has not taken into account the reality of these people, and has not taken advantage of the approval of this decree to improve their situation and living conditions. This exclusion is even more serious when we consider that almost all applications for the recognition of stateless persons are submitted by Sahrawi people. Instead of providing a dignified solution, this decision only deepens the exclusion of the people of Western Sahara.

ELA calls on the institutions, and especially the Spanish Government, to take corrective measures as soon as possible, and to include the Saharawi people in this process of regularization, in favour of a fair and dignified solution that guarantees all rights.

On the other hand, ELA reiterates the need to transfer the competences related to foreigners to local governments (Autonomous Community of the Basque Country and Navarre ), in order to develop policies more fair and adapted to social reality, as well as to give a more effective response to situations of exclusion.
