ELA signs the Bizkaia Hotel, Restaurant and Catering Trade Agreement

The agreement regulates outsourcing and subrogation. It is a pioneer text that guarantees the application of the hotel, restaurant and catering trade agreement for everyone working in the sector. This text brings a halt to the undermining of working conditions in the outsourced departments, guaranteeing its application in the Bizkaia hotel, restaurant and catering trade. It also guarantees the personnel’s right to subrogation.

ELA has signed the agreement for the sector of the Bizkaia hotel, restaurant and catering trade. An agreement that includes, amongst other aspects:

  • Validity for the years 2018 and 2020 indefinite subsisting consequences.
  • 2% wage increase for the year 2018; and the CPI +0.15% for the years 2019 and 2020
  • A protection clause that is enforceable when the agreement is not applied.
  • Bonus of 25 euros/month for companies that do not promote training related to the sector for their workers.
  • Inclusion in the functional area of mass catering and in tourist apartments.

ELA has signed the Hotel, Restaurant and Catering Trade Agreement in a context of where hotel establishments are increasingly outsourcing more departments. With this approach, they intend to undermine the working conditions in the sector, avoiding the application of the hotel, restaurant and catering trade agreement. With the inclusion of the text proposed by ELA, all the outsourced companies will have to apply the hotel, restaurant and catering trade agreement and a stabilisation of the jobs with the right to subrogation is achieved.

Additionally, we should not forget that we are experiencing a centralisation of collective bargaining. This means a serious setback in the working conditions for workers in Hego Euskal Herria. The agreement signed today is an obstacle in this centralisation strategy for collective bargaining.

In ELA’s opinion, the agreement signed today means an obstacle in the path of company strategy to outsource departments and an advance in the working conditions for workers in the hotel, restaurant and catering trade.
